No, had the goal been correctly ruled the score would have then been 2-2.
Germany's 3rd & 4th goals were both scored on the break when England had comitted men forward in search of a equalizer, something they need not have done had they already been level.
Mantis, your comment is really not worth responding to, but I will amyway. This is arguably the biggest sporting tournament in the world & an enormous amount of money has been poured in to it. Surely it should be above these sorts of errors given the technology available. Even the simple use of an additional linesman behind either goal as is used in the Europa Cup would have alleviated this situation.
It wasn't a decision based on a referee's intetpretation about whether a foul had been committed & whether such a could deserved a card or the awarding of a spot kick. A ball clearly crossed the line!
